It is kind on insular, but I'll try and explain.  A fan of David Weber's Honor Harrington series noted that Nagato wore a white beret  in the anime episode 'Day of Sagittarius'.  In the Royal Manticoran Navy, a white beret is one of a ship Captain's symbols of authority, so they decided to create this scene with Captain Nagato in command of the HMS Athena.  A lot of background for one picture ^^'.
