The Battlefield we'll be playing on will be the oldest and most established of gaming worlds, Mushroom Kingdom. Don't take that as to only include Mario characters, though - all kinds of folks have been invited to this party.

But of course, we must have the main characters present, and the hosts for the party - the Mario Bros., Mario and Luigi.

Technically, Toshiaki-san came from one of the OS-tan imageboards and is used to depict computer users in general. While it could be rationalized:
Computer User --> Computer Game --> Self-Personification --> Toshiaki
There is no implicit statement of such. So no, Date Sim Guy != Toshiaki
