Well, GITS2?   You say close, I know it's not from the first GITS movie, so I'm gonna guess the second even though it's been a long while since I watched it last.   Or maybe something else from Production I.G.  Only other thing that comes to mind is Ergo Proxy, but I don't think that's a commonly watched anime.

It's from 2001.  All the 13 girls call the guy "big brother", but each in their own peculiar way.  The title contains a word related to royalty.   I don't know what else to say.   Oh, and it got a second season later.

Well it's getting a bit easier to diagnose what anime it is now that we have more symptoms.... :D
