They represent nothing. Maybe some pun, but they're just cat ears disguised as speakers (plain cat ears on an OS would look just weird...). Nekomimi characters are really common, so I guess that'd be the most suitable explanation.

Well not quite, Chii's "ears" are actually a replacement for her real ears.  2K-tan does have her real ears in place, and simply has the mechanical cat ears on top as an adornment.  ^__^

Incidentally, there are OS-tans with real cat ears in case you're interested (mainly the Mac OSX girls, though).
