And yes, yes it is. In fact, Glaceon is THE most powerful Ice pokémon, second only to Kyurem (Gen5's Ice/Dragon legendary) since Kyurem has better defensive/speed stats - however, they both have the same 130 Special Attack stat, which is right up there with Gengar, Alakazam and the gang; Alakazam has 135, and the greatest Sp.Att stat of all belongs to, of course, Mewtwo, holding his 154 all time high throughout all the generations.
