Luna has them pulling her carriage in the Nightmare Night episode. So yeah, canon - but we don't know the first thing about them, except for their affiliation with her.

Seaponies are not yet confirmed in G4, so I wouldn't be too hasty about that.

yes they are. not in the animation, mind you, but according to the MLP wiki, "The picture book My Little Pony: Under the Sparkling Sea shows a sea lion called King Leo, who rules the underwater city of Aquastria; the book's dust jacket states that King Leo "sits on the Cosmic Council alongside his cousin, Princess Celestia."

considering there's an entire underwater city, there's bound to be sea ponies somewhere.
