Because the Russians will fucking wreck you if they don't get what they want. My best friend's Russian (Soviet Russian not Russian) and his dad was a Tank Commander for the Red Army. His dad sleeps with his eyes open and it scared the shit out of me once because he fell asleep on the couch watching TV but didn't close his eyes. Overall, don't mess with the Russians when they want open-source stuff
